Boots are optional. There are a few other acceptable knee-high boots you can use, such as the Adept Boots, the Neo Kingdom boots that go with the coat work fine, Replica Sky Pirate Boots of Scouting can also work. It wouldn't be difficult to find a replacement if you don't want to spend money on the Mog Station, or if you can't actually wear the boots because you're using a fem model.
