Young Xehanort from Kingdom Hearts. The outfit is based on the outfit he wore - back in the day - in a single cutscene in Birth By Sleep, before it made a re-appearance in Dream Drop Distance.
While there is a hairstyle that more closely resembles Xehanort's hairstyle, the clipping with the hood I could not overlook and thus I opted for the ponytail instead.
